WPlany -- WPlany, short for Windows PLAY any File, is an
extremely simple sound playing application. It's simplicity and ease
of use make it an ideal client for playing the sound clips found at
many web sites; in fact, EINet's WinWeb browser includes a copy
of WPlany. WPlany will play AU, IFF, SND, VOC, and WAV
sound files. It neither records nor manipulates sound files -- WPlany
has one single purpose, to play sound files. WPlany is completely
command-line driven; i.e. there are no menus or buttons to help run
this program. This application is freeware and packs into a
whopping 28 Kb :-)

Positives: Very simple and easy to use, works
well as an external viewer for Web Browsers
Negatives: Command-line driven only; there's not a real high need for sound
applications

This little apps should probably be in every ISP's give away applications
to help new users get started.
